Condensation damp problems

Hi,
We've got a problem with damp in two rooms. We've got black spots and mould appearing in the rooms (on the outside walls only).
Both rooms have no insulation underneath the floorboards, but we do have loft insulation. (Note: the property is a bungalow)
A couple of options have been passed to us already; using a polystyrene based wallpaper on these walls, adding insulation under the floorboards.
We've checked under the house for damp and it looks ok and the dpc looks intact as well - a builder friend has verified both of them.
We're looking for any suggestions, help, things to check or do.

Hi,

We've had the same problem in our terrace which we bought last year, i retrofitted all of the double glazing with trickle vents (1 per room). It has completely eradicated the damp, and the previously damp areas are now crispy dry.
