Condensation from toilet

You need an extractor fan and a permanent vent in a bathroom regardless of windows to avoid mold growth and excessive condensation.
The problem is caused by lack of forethought when the bathroom was constructed ideally toilets should not be in a bathroom, it's unhygienic and unpleasant and of course causes condensation problems.
If a toilet has to be fitted in a bathroom then ideally it should be in a concealed system so that warm moist air cannot get to the cistern.

Install a HOLDING TANK in the basement in the waterline before the toilet water line. The water will warm up before getting to the toilet and your condensation will stop.

He does'nt have a basement ,[this is the UK] there may be a water tank already supplying the cistern but cannot warm as it's in a cold loft space.
 
Try cleaning the toilet cistern or bathroom mirrors with shaving foam. It takes just a tiny amount.
Condensation forms still but as a very thin film which quickly evaporates.
You'll find it's not a permanent fix but it's easy to re-apply.

It works on car windscreens too.
