Am I right in thinking that these new condensing boilers require a drain pipe to outside and disposal system for tarry liquids ?

Its my understanding that a condensing boiler would require an outlet for condensate. This is usually water which is slightly acidic due to mixing with products of combustion.
On combi boilers there will also be a safety valve discharge pipe.
There is a safety valve on sealed system boilers also, some are built in to the boiler and some on the pipework.
If you Google a popular boiler manufacturer and download the installation instructions (usually pdf file) they show several routes for disposal of condensate and for safe routing of safety valve discharge.(this could potentially be scalding hot water so care should be taken)

Given the number of posts last winter (can we call it that yet?) about frozen condensate drains, consider running it internally to the kitchen sink drain etc. If you have fragile old drains, you can get condensate neutralisers that prevent acid damage.
