Conifer going brown

Hi all, I have a problem with my small conifir, its now 3' high but is starting to go brown and I don't know what the problem or cure is, your thoughts would be appreciated. Thanks for your time. View media item 13864
 
Hi ColJack, I dont know the ph level, but it is planted in a raised bed which was filled with existing soil and peat about 3 years ago.
 
may well be struggling in a raised bed, for room and water. The brown parts will not come back.
 
Could this be due to "wind burn" if this is the correct term. I have three and they all display the brown effects from the bottom of the stem upwards, only the tops remain green

We lost two of these this earlier this year and driving round my area there are loads that are struggling or dead, I reckon the winter did for them. One house near me has a line of ten of them, dead as doornails the lot of them.
