conservatory base

Iam having a new Conservatory built 4m by 4m with a dwarf wall the builder has laid the foundations ok but when it comes to the base the siol has been thrown into the middle of the area trampled down blinded with sand and the concrete 100mm laid on the visquine .Is this correct seem a bit scimpy to me

The solum should not contain any organic materials in the infill, If the earth your telling us about is top earth, it shouldn't be in there...pinenot
