Conservatory wall plaster problem

The plaster on some areas of our conservatory wall is breaking up. The conservatory was built about 8 years ago. What could be the cause and what is the cure?

The outside wall is brick and the inner wall is block with a filled cavity between

The rusty plaster bead tells you right away it's a damp issue. As it's so low down could it be that the cavity is blocked with crud or bridged in some way?
