Continuous electric from lighting circuit to fused spur?

Those sometimes have a separate feed from the CU. 
It does sound like you should get an electrician in.
I'd use a fused connection unit off the plugs and socket circuit but suppose lighting circuit could be used via the same method of connecting to it.
Your unlikely to be able to do it from a light switch unless some one has bought all of the cables into it and made connections that would usually be elsewhere which is unlikely but some do.

If a blown bulb trips your supply you will loose alarm as well.
