conventional system/central hting working no hot water

I have a friend who's got conventional boiler and there is no hot water. i checked and the water coming into the cylinder is a liitle bit warm but not hot. the pressure of the hw is very low but it was like that even before the hot water packed up. what could be the problem?!

i am not a plumber or heating engineer, does any water come out the hot tap this comes out because of the head pressure created by the loft tank, if the loft tank is emptyyou will get no hot water, do the radiators get hot?

if so ut may be the diverter valve being stuck in the wrong position
