I don't think that the "initiative" announced by the govt last week depends on there being no services.

I would gladly do it without planning but was told it should not be a problem no neighbours have objected and the parish council have not responded. So fingers crossed it will sail through.

I'm a bit confused. It appears that the OP has already applied for planning permission (and presumably has paid the application fee) and is awaiting a decision. Are you suggesting that he might be able to get his money back if he withdraws his application now? (I would personally doubt it).

For some reason I thought he was about to apply.

yes had already applied paid i think £350 as was told my council class this as a seperate dwelling and not an annexe. So they needed more money.
