Yes it does refer to the flush volume, but that is determined by the time the flapper stays open.
Just follow the troubleshooting guide and you'll soon have it sorted.
The handle is easy to use though is'nt it.
I still don't understand why it has taken so long for these things to be WRAS approved, they are a lot mor efficient than s syphon.
