Converting to non-condensers

Condensing boilers in flats. I have seen a few of these in flats and a permanent by-pass is fitted to keep the return temperature high to prevent the nuisance flue plume. Seems to work on CH, but can throw out a plume on DHW with combis. So not ideal.

The cheapo boilers with "recouperators". Can these recouperators be by-passed to make the boiler a non-condenser on some models? It looks a simple thing to do.

The Gas Saver flue device retains the efficiency but reduces the plume.

I believe some LAs are looking at it. But Government incentives revolve around those useless things called solar panels, so Gas Saver were having to integrate a little one to enable funding.

Politics can be infuriating.
