Correct drainage

Hello (again) -
This is a question about drainage.

This is the front view of my semi detached. Total surface area of the tiled roof (on this side.of the house) is approx 50m2

There is a single drainpipe (white middle.of picture) that terminates in the ground. As you can imagine the ground is somewhat sodden after the rains.

The ground slopes from the pavement toward the house at (guessing) 5 degrees.

What is the appropriate way to redirect water away from foundations and into the ground elsewhere?

The ground will be sodden because of the negative fall. The down pipe should feed into a soakaway that should be five metres away iirc. If the soakaway is damaged or absent that will also contribute to ground water conditions
 
It looks like you may be on an Estate of similar homes, do you have any idea what the arrangements for Rainwater disposal are for the others?

Looking at the photo, it looks like a build from the 60's/70's era, so I'd expect some from of drainage to have been provided at time of Construction, if the ground surrounding the downpipe is wet then it may be the underground drain meant to be removing the water away from the building is blocked. First task would be to expose the end of the Downpipe and see what, (if anything) it is connected to.
 
Most likely a soakaway, if not a broken drain.

Ask your water supplier for their maps of the drain network. They will tell you if there is a drain.
You are charged for rainwater drainage going into the public drain network, and your rainwater is going in to the ground, or a soakaway, you can get a rebate off your bill.

If that's an old council house, get in touch with the councils housing dept or whoever runs the estate nowadays, and they should have details
