I am about to buy a new standard hot water cyclinder (indirect open vent) which is 1050 mm high. The immersion heater will only be for occasinal use. I see there are lots of different lenghts at the same 3 kw power. Would a 27 inch (685 mm) heater be OK?

as they say, 27" is fine.

If an immersion is side entry, maximum immersed length is 50mm less than the diameter of the cylinder.

If top entry then max immersed length is 200mm less than the height of the cylinder.
