correct sealer/primer to use on interior wall?

Hi there,

I recently removed wallpaper from my bedroom walls, however after removing there was flaked cracked paint everywhere. i have sanded all the walls down and sanded all the flakey paint away. Not sure if this was the way to do it though? will it be ok to paint over this? will it keep flaking underneath my new paint and then ruin it? Possibly should i remove the paint with a chemical fluid?

My main query, if of course it is fine to paint over this, is actually what would be the best sealer/primer to use? In one corner of the room there was a little damp, but it has been inspected and was nothing to worry about. I'm looking at eventually painting the wall in an off white ivory colour, if that helps?
