Could battery be flat

Hi All,

Second question of the day.

I bought a new 12V 7Ah battery for my burglar alarm today and fitted it in.
I was presuming that if I then turned the power off to simulate a power cut then the battery would keep things going. But no, sure enough the external sounder started.
The battery I bought is the re-chargeable type so could it be flat. If so how do I charge it?

The panel should charge it up unless the battery charging circuit is U/S or the battery fuse has popped.
How many volts are there across the battery when measured with a digital volt meter? iirc should be around 14v.
If that is fine give it a day or so for the battery to take a charge and then try again.
 
With the battery disconnected, what voltage to you get at the battery connections in the panel?

Most batteries come with a good charge in them.

I haven't got a meter to measure the voltage unfortunately.

Is it designed to charge up itself?
