Ok, long shot, and perhaps I'm being a bit thick ...

Client wants a meter on a mains circuit to count how many times it's been turned on. Not run time, but number of times it's been turned on.

Anyone know of such a device available off the shelf?
 
eBay item number 380332712599 plus a 12VDC power supply would do it.

You're looking for an impulse counter.
 
Any clock and multiply the result by 100. OK I know going a bit silly but any unit must have some time delay. So it must be mains failure over X cycles long. The simple impulse counter will count and size of capacitor in the power supply will determine how long power has to be off before another failure is recorded. So yes reason for wanting it does matter.
 
Supply is always on, but it's push button operated and switches 240Vac so easy enough to splice into
