Couple of decking questions

Hello everyone! Long time reader but just signed up! I'm building a deck for a friend which will be 2.4m x 4.8m, he doesn't want it too high off the ground so I'm using 2x4 for the frame will this be sufficient? The deck boards I'm going to use are 125mm x 4.8m x 37mm. It will be built on grass with paving slabs to keep the frame off the ground, I'm planning on putting joists every 40cm but not sure how many rows of noggins I'd need over the 2.4m or how far apart I should put the paving slabs to support the frame?

Anyone? I read I should place slabs every 1.4m but still not sure about how many rows of noggins I'd need? I was thinking noggins at 80 & 160cm over the 2.4m span.

Thank you very much for the reply! Looking to get the timber ordered tomorrow, planning on doing it July 1st weather permitting.
