covering with dot and dab

hi I would like to know if it is possible to dot and dab onto a painted wall or has something got to be done first also is it possible to dot and dab one layer the put dot and dab on again to build something out

Painted walls, put on strong unibond coat with sand mixed in painted on wall ..Leave for 24 hours.. To build out (depending on depth) use bigger dots. Mix the adhesive a bit stiffer to stop it "slumping" What depth are you building it out to? What surface is under the paint? You could also run an angle grinder over the wall in a diamond pattern exposing the back- ground for a "Key". But I would only recommend this if it was a solid wall....Good Luck...
