Cracked caulk - remove or touch-up?

OK, so my B&Q purchased Unibond caulk has cracked around the top of my skirtings (as the skirtings were brand new and have now hopefully dried-out after 2 years) and I'm planning on re-painting the room. The big question - should I a) try and remove the cracked caulk and replace with some new decent stuff or b) should I try and fill the crack in the old caulk? If I go for a) what's the best trick for doing this? if I go for b) will the new caulk stick to the paint over the old caulk (if you get my drift)? Answers on a post card! Thanks in advance!
