Cracks between old painted-over wallpaper

Hi, we are FTBs/DIY-newbies. Could someone please give some advice on how to deal with these cracks/holes in old painted-over wallpaper? It's an old house and there seems to be multiple layers of wallpaper underneath, so we want to just paint over them (like previous owners did!) rather than trying to tear down layers and layers of wallpaper... But wondering what we should do with these cracks/holes... Thanks a lot.

I've used filler over similar before. Sand flat and paint.

Strip the paper off and deal with the issue if you don't want to be seeing cracks again once you've cleaned the brushes.

Thanks! We'll strip it off where the peels are already bad, but some other areas seem to be quite well attached so we'll try the fillers first...
