Crumbling mortar - concrete exterior, timber framed bungalow

Hi there. I am hoping someone can give me some good advice.

I live in a 1930's bungalow of timber framed construction with a rendered concrete exterior. The previous owner had had some work done about 6 years to renew (now excuse my ignorance) the exterior render from ground level to 18 inches above. All the paint bubbled and started falling off of this renewed section and on investigation the mortar has decayed completely. This has revealed a wire mesh with approximately 2 cm of crumbling mortar now loosely attached to the mesh with a void behind. Obviously something is not right and it looks like the entire replacement section needs to be removed and redone but how and whats to stop it happening again? The original exterior is totally sound but the replacement has obviously been done by someone who didn't have a clue what they were doing (not that i do but i am not a builder)
