The 5:1 render, with waterproofer, about a year old, can be rubbed away just with finger pressure. It should be possible to paint on some sort of adhesive that will penetrate the render to make it strong enough to be painted. Dilute PVA comes to mind, but is there not a better product designed for the purpose? Any advice much appreciated.

If you can rub away one year old render with just finger pressure, then the render is not fit for purpose. Nothing you can paint onto it will make it stronger. I would say the best thing to do is take it all off and start again from scratch.
The problem with the render could have been caused by several things: eg,
Render drying out too quickly.
Too much waterproofer can make the mix weak.
Inconsistent measuring when mixing the batch, (too much sand, not enough cement).

PVA won't help, its water soluble & even a waterproof SBR primer/sealer will only delay the inevitable by a season or so; it's fecked & if you have any sort of warranty it’s time to call it in.

Thanks for your replies and advice. A bit more detail - one wall has a smooth finish, this seems ok; the other walls were done the following day and given a 'sponged' finish, this is the one that is soft. I note that one area which has been subjected to water spray over the winter from a badly positioned fall pipe the top layer of render has come away completely leaving the base course which seems sound. I guess that depending on what I find I'll have to redo the top layer on much of the wall, perhaps resorting to a primer/sealer (exactly what do I ask for) where I judge the render to be ok. I would add that reveals, which were done as one coat, will be redone but with a stronger mix, as they are falling away at the bottom where water gets on them.

Ok we had our bungalow rendered back in October time, so weve left it due to this ****ing country to paint in the spring (by advice from my neighbour who is in the paint n dec trade)

Pending a dry spell were going to paint it next weekend.

Just a thought though the other day i leant the ladder against the wall to put up some gutter and it left two dents in the wall render.
If you rub the surface it seems you can rub it away. I thought once it's painted with a few coats of Sandtex/Johnstons or whatever it would be ok?

I see step 1 is to brush the wall down with a stiff broom, so to confirm i should be able to brush the surface but not brush the surface away unpainted?

have it all off m8 and start agen id use a one coat mono render if your not too confidend in two coat mono render you can hire a pft ritmo/g5
for your job will cut the application time in half

Festive; sounds like yours is also fecked I’m afraid, paint aint' gonna hold that together
