According to the contract notice, that means research to "develop a deep knowledge of who the service users are and what that means for the design of the service" and more. Users Needs Ltd was incorporated in 2018. Most recent accounts recorded a turnover of £42k and it employs one person, director Shila Odedra, seemingly a former lead user researcher at tax collector HMRC. Users Needs Ltd has yet to build a website.

"The role played by Boris Johnson’s former adviser Dominic Cummings in the award of a £540,000 government contract to a company run by “friends” caused “significant concern” and “consternation” among civil servants, the High Court heard on Monday.

The Good Law Project, a campaign group, has brought a legal challenge against the Cabinet Office over its award of a government contract to Public First, a policy and research company run by James Frayne and Rachel Wolf, in March 2020."

"Jason Coppel QC, barrister for the Good Law Project, on Monday claimed to the High Court that the contract was not advertised but was directly awarded to Public First because “Dominic Cummings wanted Public First to have the contract”.

He added that Gove and Cummings had “close personal connections” to the firm."

The whole ferkin' debacle stinks.

It's being done in plain site and people are defending it. The fact it is taking a not for profit to expose the Government on this issue is a damning indictment of our democracy.

Dominic Cummings has admitted that he played a role in a government decision to give more than £500,000 without a bidding process to an opinion research company run by his friends.

Public First, which was founded by two of his former colleagues and was described by a civil servant as a “Tory party research agency”, was given a contract to run focus groups testing government pandemic messaging, the High Court was told yesterday.

Another case lost by the Good Law Project. I'm not sure they've ever won a case.
Jolyon Maugham (founder) is referred to as the kimono fox killer by Dom Cummings because of his penchant for dressing up as a woman to kill foxes.

Holy thread resurrection folks. Break out your shovels . . . . & let's go hunting for those old ones.
