Single skin or cavity wall? If single skin then it will never be dry. But quite often old builders used to close the cavity at openings anyway, which creates a bridge. You could try a surface treatment on the outside, which may help. As it's near the top it may be from above, e.g. the roof or guttering.

As above, pics from the outside would be a good starting point.

Maybe gaps around doorframe and wall? Rake out and fill with expanding foam first....

Front door has been fitted to what was an open porch, you can see the original door through the glass of the new door, brick work not wide enough to be a cavity wall so water is penetrating the brick, even if it were a cavity wall the door would still be fixed to the outer skin so the problem would still exist.
Couple of coats of Thompsons water seal on the brickwork may help..

Good idea (other waterproofing coatings are available!).

It looks like the wall is a 9" wall, i.e. solid brick, 2 bricks wide. So no cavity, therefore there's no reason why the water can't just find its way through the brick itself.

But also look at the roof or whatever's above. The fact it's near the top means it may be coming down from above.
