Damp Cellar and damp floor boards

Hello,
i've bought some wood to re-do my living room floor (in a 1900 mid terraced house).
i have just pealed back the carpet and found many of my floorbaords feel damp to touch.
there is a cellar underneath which does feel quite damp itself. what worries me is that the cellar ceiling has been plastered over when i would have expected to see the joists.
do you think this is the issue? is so, would removing this ceiling be the only way to fix the issue? or do you think air bricks/drilling holes in the ceiling will do it?

You need to ventilate the cellar and floor, or provide some extraction via a fan
