Damp issues inside

My partners house appears to have a damp issue at the bottom of an internal door. I believe where the door is now was once a solid brick wall but was cut out and had a door put in for a later extension that was built at some point.

It looks like 2 extensions have been made into one at some point.

I've come to the above conclusion due to there being brick below the now rotting door step. The bricks look black and are quite smelly, possibly mould.

The damp seems to be spreading a little, I've had to remove some of the rotting skirting board as you can see in the pics.

Is there a temporary fix for this issue, could I apply some kind of paint on dpm that will keep things at bay.
