Damp lime plaster

The (lime?) plaster in my utility room appears to have become damp over the years, cracked and fallen off the wall when a new boiler was mounted.

I've not been in this house long and I've started renovating. Wanted some advice on what to do about this. Should I just replaster the bits that have come off or rip it all off and start again?

I've attached some pictures. You might notice that there are some damp spots on the ground around the window and wall. I know there are some drainage issues out there that I'm taking care of first.
