Damp Patch In Utility Room

Please can someone advise what type of tradesperson we need to contact, for a damp patch.
This photo is near the back door in our utility room, it has been like this for a very long time. We had a door repair company come out and they checked there weren't any blockages or any problems they could see, and apparently there weren't. This was at least 18mths ago, so recently we filled the hole and intended on painting over it once the filler had settled. But unfortunately I have just noticed the white filler has started to turn brown, so water must be getting in from somewhere!
I just don't know if we need a builder, a plumber, someone who specialises in double glazed doors, or who, it is a hollow wall.
We just don't want to be fobbed off and advised incorrectly by someone. The house is 20 years old.
It is really bothering us now, any advice would be appreciated (the pics look awful this was before filling).

What is it like outside, damp can bridge a missing or defective dpc (over the brickwork), and migrate through the wall, the cavity will presumably have been closed up by the stile for the door hinges. I would chop it all out, observe it for a few months, and apply bitumen paint under new plaster if the detective work fails to indicate a cause.

Show an image of the door frame jamb from the outside.

Check your weep holes in the door sill are clear.

We had someone come out a while ago to look at the door and they confirmed the weep holes are clear. It's just so strange, when we aren't at work at the weekend will go out side and look at the door jam.
My Husband says I'm worrying over nothing, it's been like it years and nothing to worry about but it's not only horrible to look at but there must be an issue somewhere!
