Damp patch under window (ed)

Hi all,

I have a strip of masonry sandwiched between the window frame and the window sill in our living room which I want to paint. See pic.

Problem being, it keeps getting moldy. I want to paint it with mold resistant paint. My partner cleaned off all the black mold last night and I was going to paint it today, but it's wet to the touch.

How do I treat this strip to stop the moisture getting in? I appreciate this may be a bigger job than I first anticipated

Won't that trap the moisture though?

Is it not damp as it’s cold and attracting moisture
