Damp section in cellar kitchen

I have a house with a basement kitchen. It has been lined with the eggshell membrane and so is pretty dry. The floor has also been done with concrete and plastic.

However, i have an internal brick wall which divides off a small room where the boiler is.

This brick wall has been injected with dry zone cream ages ago, but it is still pulling up water as i have a damp patch about 60cm tall from the floor level.

The plaster is crumbling and the paint flaking badly.

I am intending on taking off the plaster to about 90cm high, injecting the mortar course again with dry zone and then using a sand and cement finish rather than gypsum plaster.

Do you think this will solve the problem ?
 
have you any reason to suppose there isn't a leaking pipe under the floor?
