Damp under upstairs bay window and wall

Hi, I have two wet patches on my upstairs bay window wall. After taking some of the plaster board off it revealed that the external membrane/liner was wet. Is the problem my render on the outside or is it a case of ripping all the plaster board off, drying out and then fitting a new waterproof membrane and new plaster board. TIA
