Dealing with PVA on plaster/walls

Hello,

I need some advice.

I had my ceiling in a bedroom plastered and new coving fitted and the plasterer has obviously used pva before plastering/fitting coving and I am left with about a 2 inch band around the top of the walls where there is pva on the walls. Before I go to emulsion, I have tried coating the walls with zinsser bullseye123 as this is what I had but it still appears to be peeling a little/not taken. What is the best priduct to prime these areas before painting please so I don't have any issues?? Thabks
 
Bodge a cheap orbital sander on a vacuum and you can sand it off. Use 120 grade..
I've always just applied emulsion over PVA and never had a problem. I know it can be a problem but I've never experienced it.
