deck oil - have i done it wrong?

Apparently we need to treat our decking every year. Right, ok, so I bought oil, swept down the deck, and slathered it on in two coats. It rained about 30 mins after the second coat, but not heavily.
That rain and the rain we've had since then sits on top of the decking in beads. In some ways this seems like a good thing as It's not penetrating the wood. However the beads are still there hours after it has dried from every other part of the garden. Seems strange.
Have I ballsed this up?

It seems to me that the wood is now waterproof, and the oil is working as intended. It is not absorbing water any more, so the water that does rest there has nowhere to go, it will take a while to evaporate
