Ive read about Cuprinol anti slip decking treatment and was wondering if this is the best stuff to use on a shaded decked area which is prone to falling leaves etc. Also on a separate note, when would you be required to obtain planning permission before decking a garden? Thanks in advance

never used it, but most of the cuprinol stuff is good.

unless there is a real height issue then no you will be fine without planning.

Planning is not usualy needed. However you dont want to cause problems with neighbours. Example- By this I mean, at one time you might not have been able to overlook their garden because of your 5 foot fence. But if decking is only a foot high, its easier to see into their garden. Usually better to tell the neighbour what you are intending to do.
