decorators caulk?

Is this used to finish the join between the top of skirting board and the plaster wall? If not what is the best sealant to use? Thanks.

Yes caulk is what's used

Make sure that the wall and or skirting has a least one coat of paint first or it might not stick very well to new timber or raw plaster.

also make sure you have a bucket of water and a sponge so you can gently wipe it over.
