Ah.... but they have their Blue (park anywhere, no matter how dangerous to other road users) Badge displayed on the dashboard!
There really ought to be laws against this kind of thing - its almost too embarassing to walk past - just on the off chance someone sees you and thinks its yours!!
It is probably quite legally parked as it has a Blue Badge displayed on the dashboard just by the steering wheel!
Just wonder why a disabled driver wants a pimping car like that.
It shouldn't be allowed. Whats the point of having double yellows at all if they can just abandon their vehicles where ever the hell they like.

It was a police decoy car looking to trap a known car theif in the local area. They didn't catch anyone.
