Delonghi DFS090SO Oven Fan Intermittent

I have a delonghi dual fuel oven and hob, electric oven, gas hob.

When I turn on the oven sometimes the fan does not start up, other times there is a delay and other times it starts with no problems.

Is the problem the fan or the controls or both? Would it be expensive to fix?
