Hey I'm wanting to take a reducer out of a polyplumb tee I have got can I take the reducer out of the branch. A put the inners ( grab ringer washer and o ring) from a 22mm polyplumb elbow in the branch and connect to 22mm?

Yes, as long as both fittings, elbow and tee, are the same type.
