Maybe info needed to be sure of strict to-the-letter compliance is only available at inflated prices, but I suspect that info which is essential for making installations safe is probably obtainable FOC these days, or if not then at prices which are not "inflated".
The 14th Edition was viewed by many (including members of the IEE) as a "Step-by-step DIY manual" for electrical installation because it made the rules very easy to understand and follow.
Since the 15th, the wording of many of the regs has become more open to interpretation and various guides, OSG's and guidance notes have been published to explain and interpret the regulations.
If all you need is "the book", should you really have to buy heaps of other publications to make sense of that book?
