From my recollection that's a genuine although minor issue

It was sarcasm, over someone getting so exercised over an issue so minor as to be, in the overall scheme of things, inconsequential.

A rotary switch dimmer is the opposite to a solution here. It means brightness adjustment for on/off

It also means an end to being annoyed when the lights comes on at a different brightness to what they were when turned off. They'll be at minimum when the knob clicks off, and minimum when it clicks on.
