Dimmer switch problem

I have fitted a replacement 2*250w dimmer switch. 1 dimmer connects to 2 wall lights (160w total). When I move the dimmer slightly the lights go off. The wiring is the same as the old one. Any ideas
 
I'd guess that it is either a loose connection or a faulty dimmer. You don't have energy saving lamps in do you?
 
I have tried the original dimmer and it is the same with that. The wall lights have 2* 40W halogens
 
I take it they are mains halogen owing to them being 40w?. You'd normally double the dimmer rating for halogens as they react differently to being dimmed than normal lamps.
