Can I use one dimmer switch and one normal switch in a two way one gang lighting circuit?

Usually, yes.
Make sure it's rated high enough for the load and that it is actually a two-way dimmer switch.
(Not like the one-way I found installed at one end of a three-way switching arrangement today.
