Dispute roof extension problems

A roof extension built by adjacent neighbours three year ago, has now developed a leak. This is a shared roof covering 3 small house, (image attached), they ’re in the middle, and have built up to the party wall.
It seems the builders intend to patch an extra 6 inches to existing leading. We’ve asked for independent clarification to assess work to flashings & gutterings, but only have the original builders’ assurances.
Does it matter if this work entends onto our roof space?
Is there any way to check their guttering is installed correctly, and not potentially causing rainwater to flow our way?
Could this cause issues when we come to sell?
Is there any independent organisation where we might be able to find help with our concerns?

It looks like PD. It may not be the OP has not furnished us with enough information ie whether the house in question has PD rights intact or not. In my experience it is a relatively new thing (ie more like the last 10-15 years) to sometimes remove certain PD rights as a way of a condition on a planning application when the development was first constructed.

Tis a moot point anyway as was not the OP's question.
 
The owners are permitted to maintain and repair their extension. Adding extra bits ie flashing, onto your roof or adapting it, would normally require your consent.

The neighbours also need your consent to climb up or work on your property

You can check their gutter by getting up there and looking at it

For help with your concerns then you need to instruct a suitable professional such as a building surveyor, or specialist property Solicitor
