I hadn't seen the ad before so took a look to see if I could figure out the 'thought process and logic' you ask about. Unfortunately, that went completely out of my head when I went on a youtube binge after seeing this image at the end of the ad.

Sometimes a person attached to a body needs to be told how to behave properly, why would we have anti-social behaviour laws otherwise. Can anyone streak legally on a football pitch without being arrested and escorted out?
