diverter valve ?

my lad has a euro combi boiler , when he puts just hot water on it only gets luke warm, :( but when he puts central heating on, the hot water then heats up ok ./ :) he wants to know if this could be the diverter valve ? gone again ./ :( which was only renewed last year. .regards .r.r.
 
Possibly the diaphragm which reacts to hot water flow. Not sure about Eurocombi but might be part of diverter valve. Diaphragms are cheap, but if the diverter is a Giannoni these are also available quite cheaply.
