DIY bar cart

Hi,
I purchased this bar cart and was wondering if you had any suggestions on how to redo it.

Already have a couple of ideas, but not really sure on how to overpaint the orange. Grind it first with sandpaper before spraying?

Certainly sand the orange gloss coat away......consider some hobby enamel paint when you respray - it's less aggressive than cellulose etc.

No need to sand, wipe over with ESP and it's ready to paint.
You could try a stone finish spray.?

easy surface primer. Cleans and primes wipe on and wipe off
