How to install shear bolts

Hi,

Ive purchased a wall anchor from ebay which comes with a couple of through shear bolts as per below. Thing is ive no idea how to install them into the wall correctly?
They are M8 bolts.
Why are they through bolts? do they need to be cut down? Lost here.

take the 'Shear Nuts' off the threaded section of the sleeve bolts. Fix the Wall Anchor using the sleeve bolts and normal nuts, torque up appropriately. Once you are happy all is fixed correctly and is not likely to move now is the time to put the 'Shear Nuts' onto the sleeve bolts, Hex part outwards. With big spanner tighten up until the nut shears into 2 parts.

That's it - fixed for good!
