DIY Secondary Glazing Window, Where to put the sheet?

Hi,

I have got many single glazed stained windows and wanted to put 2nd glazing on it. The proper one costs about 175 pounds each fitted by Window guy but it's too expensive so looking to buy some polycarbonate sheet with magnetic tapes. I am looking to keep the house warm, not concern about the noise.

Questions I have are:
1. Should I put the sheet closer to the single glazed glass (no. 1 on my image), or further away (no. 2) ?

2. Would magnetic tape seal up the gaps and is it anygood?

3. Is 4 mm sheet OK?

4. is there other things I need to consider?

id put it on no:2
you could use some insulation foam tape and a few plastic hooks to keep it tight.
