The minimum size is 30mm. The maximum is 45mm.
Yes, this size is generally standard.

Whoop! Whoop! Reckon that'll fit no probs. The current base is 5cm and new is 5.5cm, pretty sure the old one won't have had less that a 2.5mm lip

Just to round up, after I sorted out the mess from the pro kitchen installer I found behind the sink, the tap works great on cold, so long as no one else on the street is using any water 
The diffuser never works on hot - nowhere near - but its great when it does on cold
