Do I have Efflorescence on my walls?

So far I have tried a vinegar and water solution. I have also tried a chemical solution called salt away. I have used a jetwash afterward.



What I have tried has failed to remove it.



Do I have Efflorescence on my walls? If I do how do I get rid of it?

brush off the crystals dry. wetting them will help them reabsorb into the wall, to reappear next time it dries out.

your picture does not show the surroundings. I see it is on a slope. If it is a retaining wall, or wet on the other side, it may never stop.
 
The salts seem to be coming through the mortar joints rather than the bloom you get on the surface of the bricks if the salts are coming out of the bricks themselves.
That might suggest that whatever is behind the brickwork is the source of the salts? Is there another skin of bricks or blockwork behind the face work in the photo? Why does it appear to be so damp with water running through the mortar joints washing out the salts?
